The duties and responsibilities at this level include:
- Formulating, implementing, interpreting, and reviewing Road and Railway transport policy, regulations, standards, guidelines, and procedures.
- Liaising with relevant agencies to modernize the road and railway system in the country, including non-motorized facilities in road designs.
- Promoting mass transit systems through the development of Bus Rapid Transit (BRT) and light rail in urban areas.
- Ensuring an efficient and streamlined public transport system in the country.
- Maintaining and safeguarding the Road and Railway transport services database, including Road Accident Statistics (RAS) for policy decisions.
- Providing technical advice on Road and Railway Transport services in the country.
- Promoting the development of roadside stations along major highways in the country.
- Promoting safe, reliable, and clean Road and Railway transport systems.
- Liaising with the National Transport and Safety Authority (NTSA), Nairobi Metropolitan Transport Authority (NMTA), Northern Corridor Transit Transport Coordination Authority (NCTTCA), and other stakeholders to address road transport and safety concerns, including traffic congestion, pollution, and pedestrian safety in urban areas.
- Ensuring adherence to professional standards and quality control in major road and railway services in conjunction with relevant agencies.
- Overseeing research on Road and Railway Transport matters.
- Promoting innovation and modern technology in the provision of roads and Railway Transport services.
- Developing, implementing, and achieving strategic plans and objectives.
- Overseeing the implementation of the Division’s performance contracts and appraisal systems.
- Overseeing the planning and management of the division’s finances and assets.
- Ensuring good governance in the division.
- Providing overall supervision and capacity building for the division.
Qualification
- At least ten years of work experience, including three years in the grade of Assistant Director, Road and Railway Transport Services, CSG 7 or higher, or in a comparable and relevant position in the public or private sector.
- A Bachelor’s degree in Civil Engineering, Mechanical Engineering, Architecture, Business Administration, Economics/Statistics, Sociology, Public Administration, Anthropology, Urban Planning, Transport Economics, or an equivalent qualification from a recognized university in Kenya.
- A Master’s degree in Transport Policy and Planning, Urban Transport, Civil Engineering, Mechanical Engineering, Architecture, Business Administration, Economics, Statistics, Sociology, Public Administration, Anthropology, Urban Development, Transport Economics, or an equivalent qualification from a recognized university in Kenya.
- Proven general administrative abilities for the direction, control, and implementation of Road and Railway Transport programs and projects.
- A thorough understanding of national goals, policies, and objectives, and the ability to apply this knowledge to road and railway transport functions.
